The Bandar Seri Begawan Development Master Plan (DMP) is a
comprehensive plan prepared with the understanding of the
Economic Growth targets set by the Brunei 2035 Vision Plan.
Over the years, the municipal area of Bandar Seri Begawan
has encountered urban sprawl with the boundaries extending
from 12.87 Sq.km to 100.36 Sq. km. The city finds itself negotiating
the balanced relationship between natural habitat and human
development that is automobile driven. To guide the expanded
city's future development, three specific guiding principles
were revealed after multiple public consultation process:
The 1st principle refers Bandar Seri Begawan as the City in
the Garden, a livable city celebrating the country's diverse
ecological heritage.
The 2nd principle touts a Brunei identity through the Country's
Islamic belief and tropical weather to create a sense of place
and defining unique public realm that suits the people's lifestyle.
The 3rd principle aims for Sustainable and Diversified Economic
progress through providing new infrastructure and physical
built environment that facilitate the different economic drivers.
Respecting the unique setting of the city around some of the
region most diverse rainforest, the DMP defines a City Growth
Boundary and Ecological Preservation Zone and focuses 70%
of the future growth along the Sungai Kedayan, the city's
new Eco-Corridor. The DMP was developed through multiple governments,
NGO and stake holder workshops to gain inputs and support;
a set of Municipal Strengthening Recommendation, Revised Organization
Structure, New Policies, and Catalyst Projects were derived
to help guide the implementation.
