Multi-stakeholder Strategy for Neighbourhood Innovation: From Participatory Experiments to Systemic Urban Transformation 

You are cordially invited to join this event and meet our speakers, Eric Ho and Dr Tim Li, at the Chapter Office on the evening of March 26th.

Since 2019, Architecture Commons and Neighbourhood Innovation Lab have pioneered multi-stakeholder design strategies to advance urban equity across diverse communities. We catalyze systemic change through strategic innovations and experiments in partnership with city and regional governments, property developers, industry leaders, community organizations and policymakers.

This approach facilitates community-led change initiatives that directly test solutions with affected communities to ensure relevance and impact.

Our work to date spans these critical urban domains:

  • For the Hong Kong Housing Bureau and Housing Authority, we developed the Well-being Design Guide, establishing new frameworks for public housing that prioritize residents’ quality of life. 
  • The POSsible! Design Guide, created for the Architectural Services Department, provides a “design thinking” toolkit that reimagines public open space development. 
  • Through JC@21C, we delivered integrated hardware and program innovations across 36 childrens’ and youth centers, enhancing youth empowerment in collaboration with the Hong Kong Jockey Club and multiple NGOs. 
  • The JC Wellbeing project engaged 16 schools in participatory design processes that transformed learning environments.

This presentation will examine the strategies, tools and insights gained from our experience in orchestrating collaborations across public, private, and nonprofit sectors. We will explore how to navigate competing institutions, align diverse stakeholder timelines and priorities, and structure inclusive participation that genuinely distributes agency.

Attendees at this event will gain practical knowledge for building effective consortia that are capable of translating between sectoral languages, and for how to scale pilot programs into systemic impact—essential capabilities for practitioners working at the intersection of urban design, social innovation, and participatory governance.

Special guest speaker, Dr. Tim Li, Chief Architect of Hong Kong Housing Authority, will join this event, which will be moderated by Shannon Ho, AIA Hong Kong President.

Adjunct Associate Professor in Urban Design, Chinese University of Hong Kong

Architect, entrepreneur, and urban thinker, Eric Ho is passionate about creating architecture and urban environments that will have a lasting impact on society. Eric studied architecture at the University of Pennsylvania and the Harvard University Graduate School of Design, where he received the Faculty Design Award.

To broaden his architectural practice, he has been leading the strategy team at Architecture Commons and launched the Neighbourhood Innovation Lab to explore human-centred design for cities and neighbourhoods, winning Good Design Awards in 2022 and 2025. Eric spearheaded the team as the leading consultant for the Well-being Design Guide that became formal policy across Hong Kong Public Housing Estates under the direction of the Hong Kong Housing Bureau and the Hong Kong Housing Authority, winning numerous awards including the Hong Kong Institute of Urban Design Greater Bay Area Urban Design Award, 2024, and the Hong Kong Institute of Planners Silver Award, also in 2024.

Chief Architect, Hong Kong Housing Authority

Dr. Li has more than 25 years of experience in the building industry in both the private and public sectors.

In his position as Chief Architect of the Hong Kong Housing Authority, Dr. Li leads a team of professionals responsible for a wide spectrum of tasks on public housing development from inception, planning, design and construction to the post-completion stages. He also supports various central functions in the Housing Department, including the procurement of Micro-climate Studies for new projects and the development of well-being design for residents in future public housing.


Shannon Ho

Executive Director, Aedas

At Aedas, Shannon Ho showcases a strong sense of architectural design and technical skills through her work on a diverse range of projects, from high-end hospitality, retail and large-scale commercial projects, to complex infrastructure developments. In recent years, she has been actively engaged in the development of Integrated Resorts (IR) throughout the region, and has successfully completed several such hospitality projects in Macau.

Shannon attained her architectural degree at McGill University in Montreal and practiced architecture in Chicago before obtaining her professional license.
